Okay so I've been going through bins to clean out stuff and stumbled across this oldddd (well 1992) book called "Dunc's Halloween" by GAry Paulsen. Two kids are in a tree and the werewolf's mouth is open at the corner looking up at them. Wow, so I KNOW IT'S NOT ME. That in the 80s and 90s the bipedal werewolf werewolves were popular along with the Wolfman type werewolves. This one looks like the werewolf tv series, and that Silver Bullet movie and maybe even a Van Helsing type. He's got red glowing eyes. This is an AWESOME COVER. Wow and the kids have high tops, remember those. Man I miss the 90s

That cover looks really familiar, I am 100% certain it's been used on another book but I can't recall which one.
