okay, assuming you have photoshop...

first, run it through the "unsharp mask" just a bit to better define the edges...

then, using the "image size" menu option, turn on "resample image" and set it to "bicubic sharpen". Then, set the desired image size...in the case of an avatar, the maximum size is 60 by 60 pixels...

if it doesn't come out right, try adjusting the levels or the contrast, cropping the image down a bit to the part you really want for an avatar, or even shrinking it down partway first, like 200 pixels wide, then using the dodge and burn tools to fix any details that are lost, and finally shrinking it down all the way.

So mostly it's trial and error with photoshop. Just tweak it until it looks good...

but, to save time, if this was the avatar you had in mind, I cropped it, tweaked it, sharpened it, and shrunk it down for you....
