Well I don't know if this qualifies as a werewolf movie, but since dogs are direct descendants of wolves...

"Wolfhound" (2002) is a low-budget movie about a community of shapeshifters in Ireland who can change into, well, Irish wolfhounds. One of the central characters is an extremely hot blonde played by Julie Cialini. Turns out she's a former Playboy Playmate.

Again, for the record, I am into female werewolves slash shapeshifters

TF effects are pretty standard morphs.
