Oh, and people have mentioned Morrowind.
It's (rather old and rare) predecessor, Daggerfall, enables the player to turn into a werewolf as well. Due to the game's nature, though, you're constantly in first person. There's a whole lot about Lycanthropy in TES II: Daggerfall right here, too. And a video where a DF player does a quest and uses his lycanthropy to kill some foes.
This big guy beat the crap outta me the first time I got to that part, cause I didn't realize that he was (cooly)INDESTRUCTABLE!
Anyway, not that he's really a werewolf, but Link in Zelda's Twilight Princess can turn into a pretty cool looking wolf.

It was soo painful to play though.
Then there's Sims 2 with the Pets expansion. If the rabid dark wolf bites your sim.. your sim will turn into a werewolf every night and then he'll be able to "ravage" other sims and do the same to them. I found it kind of cute. The only issue was if you have the nightlife expansion for the Sims and if one of the Vampire Sims bites the werewolf sim.. it causes a bit of an issue and the game crashes every now and again ..

The upcoming game for Wii, 'Sadness', seems to have werewolves in it, though I'm not sure if they're good or bad.

Here's one more:
A stage in the upcoming Japanese rhythm-game for the Nintendo DS, Osu! Tatakae! Ouendan 2, apparently has a werewolf in it.

You can't really see the werewolf, I think, but he (or she) is apparently the one that screams for help. (In the game, various characters scream for the Ouendan, who cheers them on as they faces a problem).
The song for that stage is 'Kibun Joujou ↑↑' by mihimaru GT.
Anyway, once the game is released (this Thursday), I'm sure there'll be videos of the whole stage.

It has English songs and everything.

Regarding the werewolf stage in Ouendan 2; it's about a guy who transforms everytime he sees something round.
He fears rejection from his girlfriend because of this problem, so tries to hide it.

I don't think you have mentioned Cornell from one of the N64 Castlevania games, also there are several characters in Final Fantasy V, Kevin from Seiken Densetsu 3, Tinek from Star Ocean, you can wear a werewolf costume in Bully, Volk from Arc the Lad: Twilight of the Spirits, The Balverines from Fable, the Werewolf village in Golden Sun 2 and Bo from Breath of Fire.

I wonder why I haven't mentioned it yet, but there is a real-time strategy in which werewolves are a unit you can fight with. It's called "Battle Realms".
It's pretty old now (2000, 2001 datadisk), and it seems it wasn't too popular (mabye because of the unique way of resource handling and unit training, but I personally think it's a bonus).
