The Werewolf Café / What movie is this?

Hi,

I'm looking for the title of a movie, maybe someone can help me? Years ago, about 1996/7, my then flatmate had a cool movie where a group of traveling circus people (I think) or just a group of peddlers lead by a charming leader meet and seduce 2 girls (I thought one was played by Carmen Electra but I'm not sure now). They end up eating and drinking and they make out with them. After its all over, one of them girls says the line 'I think we were drugged'. I can't remember what happens after that though. I remember that this guy is with one girl and as he gets excited starts to turn into a werewolf or monster of some sort. Can anyone help?
